What idiot thought it was a smart idea to put Her Majesty's Customs and Excise in charge of collecting Income Tax?

Lets face it, Customs and Excise should stick to the job they are employed to do - Keeping Illegal Migrants from entering; stopping Drug Smugglers and Gun runners; and making sure Terrorists don't enter the country. I don't get it. What has collecting Taxes got to do with Customs and Excise?

It is not as if they actually know what they are doing. They can't even follow their own guidelines, yet alone assess folk's Tax liability correctly.

If our useless Government want our Taxes, then they should at least put someone in charge who is reasonably competent to do the job.

On a somewhat related note, it cant be much, if any, worse than the IRS here in the U.S.
