Secret Protocol

I have heard tell that there was a secret protocol (unconfirmed) in 1814, after Napoleon's exile to Elba, between Great Britain, Royalist France and Austria to wage war on Prussia and Russia.

Has anyone else heard this story before? Could Marshal Blucher and the Duke of Wellington actually have found themselves on opposite sides of the battlefield in 1815 if Napoleon had not conveniently escaped?
